Either a blank screen or the recovery screen still comes up and it just gets stuck there until I turn the computer off. Do you think maybe I need a new hard drive? or re-install windows? Thanks

did you try the F8 option of starting windows in safe mode or last know config ?
if not please try those.
if they fail to start the pc and the windows auto recovery also fails then yes you will need a clean install of windows.
